FCC to Roll Out New FM Booster Rules in January

The FCC will begin implementing new FM booster rules on January 13, 2024, allowing broadcasters to air up to three minutes of localized programming each hour. The first phase addresses compliance with the Emergency Alert System, licensing, service parameters, and political programming, while other provisions await review by the Office of Management and Budget.

 The move officially transitions GeoBroadcast Solutions’ ZoneCasting technology from experimental to permanent use. The FCC included safeguards such as interference protections, a cap of 25 boosters per station, and notification procedures to protect emergency alerts.

Supporters see the change as a chance for stations to deliver hyper-local content and attract small business advertising, while critics, including the National Association of Broadcasters, warn of interference risks and potential discriminatory ad targeting. Despite opposition, GBS is preparing a wider rollout, with applications already in 10 markets and guidance from a newly formed National Advisory Board.

 The new rules signal a major step for geo-targeted FM broadcasting, offering fresh opportunities for innovation while fueling debate over fairness and interference.
